The department of environment and conservation has the power to:(1) Exercise all functions, rights, powers, and duties vested by law; and(2) Make rules and regulations not inconsistent with law for the administration of such functions and duties, and for the management of any parks or other properties belonging to the state.Acts 1937, ch. 33, § 69; impl. am.
