As used in this part:(1) 'Correctional environment' means a physical location, whether a facility or transport vehicle, in which an inmate must be under custody and control of a correctional officer in accordance with recognized correctional standards;(2) 'Correctional institution' means a facility under the authority of this state, a county, or a municipal government that has the power to detain or restrain, or both, a person under the laws of this state;(3) 'Extraordinary circumstance' means that an inmate presents a substantial flight risk or some other extraordinary medical, mental health, or security circumstance;(4) 'Inmate' means a person incarcerated or detained in a correctional institution who is accused of, convicted of, sentenced for, or adjudicated delinquent for violations of criminal law or the terms and conditions of parole, probation, pretrial release, or a diversionary program;(5) 'Labor' means the period of time before a birth during which contractions are of sufficient frequency, intensity, and duration to bring about effacement and progressive dilation of the cervix; and(6) 'Restraints' means a physical or mechanical device used to control the movement of an cient frequency, intensity, and duration to bring about effacement and progressive dilation of the cervix; and(6) 'Restraints' means a physical or mechanical device used to control the movement of an inmate's body, limbs, or both.Added by 2022 Tenn.
