The commissioner is authorized and directed to promulgate rules in accordance with the Uniform Administrative Procedures Act, compiled in title 4, chapter 5, for purposes including, but not limited to:(1) General administration of the county incentive program;(2) Requirements for county plans;(3) Evaluation of plans submitted by counties; and(4) Termination of county participation.Acts 1981, ch. 491, § 8; T.C.A., § 41-10-108.
