(a) The general assembly reserves the right to amend or repeal all or any part of this part at any time. There shall be no vested private right of any kind against such amendment or repeal.(b) All the rights, privileges or immunities conferred by this part or by acts done pursuant to this part shall exist subject to the power of the general assembly to amend or repeal such sections at any time.Acts 1947, ch. 93, § 14; C.
