It is the duty of the attorney general and reporter and the commissioner of education, upon the request of any county, city or special school district or the board of education of any of those, to render advice and assistance in the preparation, execution and interpretation of contracts proposed or executed under this part.Acts 1957, ch. 12, § 5; T.C.A., § 49-414.
