(a) The powers conferred by this part shall be in addition to the powers conferred by other laws, and the limitations imposed by this part shall not affect the powers conferred by any other law, general or special, and notes and bonds may be issued under this part notwithstanding any other such law and without regard to the procedure required by any other such law. The authority may sell bonds pursuant to the Baccalaureate Education Savings for Tennessee Act, compiled in chapter 7, part 9 of this title.(b) Insofar as this part is inconsistent with any other law, general or special, this part shall be controlling.Acts 1965, ch. 256, § 12; T.C.A., § 49-3522; Acts 1989, ch. 190, § 10.
