(a) It is the legislative intent that, based on the success of Tennessee's existing pilot pre-kindergarten programs, these programs be expanded on a voluntary basis by LEAs and the communities they serve to provide more opportunities for quality early childhood education and pre-kindergarten experiences while meeting standards for kindergarten readiness.(b) Nothing in this section and §§ 49-6-104 - 49-6-110 shall be construed to make enrollment in these programs mandatory, nor shall anything in this section and §§ 49-6-104 - 49-6-110 be construed to be an entitlement to any service or program authorized by §§ 49-6-104 - 49-6-110.(c) Implementation of these programs by LEAs shall be voluntary.Amended by 2016 Tenn.
