The department of health shall negotiate a contract with Meharry Medical College for study, research and treatment of drepanocytemia, sickle cell anemia, on such terms and conditions as may be mutually agreeable; provided, that this section shall not take effect unless funds are appropriated in the general appropriations act to effectuate the purposes of this section.Acts 1981, ch. 438, § 1; T.C.A., § 49-4253.
