There is created a Small Business Development Center, which shall operate as a unit of the University of Memphis to conduct research and provide educational programs, technical assistance and general consultation to small businesses in Tennessee by utilizing cooperating institutions throughout the state.Acts 1984, ch. 751, § 1; 1994, ch. 538, § 2.
