Tennessee State University shall be operated and maintained as a state university under the management and governance of a state university board, with all programs available to all qualified citizens, and shall continue to function as the 1890 land grant institution of the state pursuant to federal laws and recognized as a federally designated historically black college and university.Amended by 2016 Tenn.
