(a) In accordance with the Uniform Administrative Procedures Act, compiled in title 4, chapter 5, the commissioner shall promulgate, amend, revise, and rescind rules as are necessary and appropriate to carry out this title.(b) Notwithstanding § 71-5-1419(c), the commissioner shall promulgate rules to equitably allocate resources between urban and rural areas to program components that provide services to adults with disabilities and older persons in need of assistance who do not qualify for long-term care services under the Medical Assistance Act of 1968, compiled in title 71, chapter 5, part 1.Added by 2024 Tenn.
