(a) Any party aggrieved may appeal to the circuit court from the decision of the monthly county court in establishing or refusing to establish the improvement district, or its decision in the allowance of damages.(b) Any party desiring to appeal shall have the right to have the benefit of the appeal at any time within five (5) days after the decision is made, without formally praying an appeal, at the same time filing a bond, to be approved by the clerk in the sum and condition prescribed in §§ 54-12-104 and 54-12-109.Acts 1919, ch. 193, § 31; Shan.
