'Conviction' includes a failure to satisfy a citation, a refusal to submit to a drug or alcohol test, or a forfeiture of bail or other security deposited to secure the defendant's appearance in court, which forfeiture has not been vacated.Acts 1977, ch. 446, § 13; T.C.A., § 59-1263; Acts 1986, ch. 842, § 22.
