The commissioner has the sole authority to regulate the issuance and sale of such agreements and to issue reasonable rules and regulations necessary to carry out the purposes and provisions of this part, including licensing the qualifications of the agents or salespersons.Acts 1967, ch. 353, § 8; T.C.A., §§ 56-265, 56-319.
