All disbursements of moneys from the city school funds or other established school funds for the city school system shall be made by checks countersigned by the director of schools or by other school personnel designated by the board of education upon recommendation of the director.Acts 1957, ch. 238, § 8.16; T.C.A., § 6-3616.
