Except as specifically provided in this part, the powers conferred by this part shall be in addition and supplemental to the powers conferred by any other general, special, or local law, and the limitations imposed by this part shall not affect such powers.Acts 1955, ch. 113, § 12; T.C.A., §§ 6-320, 6-321.
