The commissioner of commerce and insurance shall administer this part and may promulgate rules and regulations that the commissioner considers necessary. The commissioner, in adopting necessary rules and regulations, may use recognized standards such as, but not limited to, those of the National Fire Protection Association, those recognized by federal law or regulation, those published by any nationally recognized standards-making organization or those in the manufacturer's installation manuals. The rules shall be promulgated in accordance with the Uniform Administrative Procedures Act, compiled in title 4, chapter 5.Acts 1986, ch. 721, § 3.
