Participation in any payment-averaging program shall be optional, but shall be offered to each residential customer of a utility who has been a customer for at least twelve (12) months unless otherwise mutually agreed by the company and the customer.Acts 1978, ch. 615, § 2; T.C.A., § 65-3502.
