(a) This part does not apply where any municipality or county by resolution or ordinance declares that a public necessity requires a competing company in that municipality or county.(b) This section shall not apply to telecommunications service providers; provided, that this section shall continue to apply with respect to any ordinance adopted, and any franchise granted pursuant to such an ordinance, prior to June 6, 1995.Acts 1923, ch. 87, § 6; Shan.
