As used in this chapter, 'local governmental unit' means any political subdivision of the state, including, but not limited to, counties or incorporated municipalities, if such political subdivision provides local government services for residents in a geographically limited area of the state as its primary purpose and has the power to act primarily on behalf of that area.Acts 1996, ch. 623, § 1.
