The commissioner shall adopt, promulgate, and enforce such rules and regulations as necessary to implement and enforce this part in accordance with the Uniform Administrative Procedures Act, compiled in title 4, chapter 5.Acts 1976, ch. 475, § 13; T.C.A., §§ 53-3335, 68-23-413.
