(a) The commissioner of health is authorized to contract with and otherwise seek participation from appropriate public and private agencies and institutions and individuals, as the commissioner may deem necessary, to accomplish the purposes of this part. Particular attention will be given to educational functions to improve health care manpower distribution.(b) The commissioner is authorized to adopt, promulgate and enforce rules and regulations under which primary care centers shall be operated, and to effectuate the purposes and provisions of this part.Acts 1973, ch. 165, § 2; 1975, ch. 108, § 2; 1980, ch. 663, § 2; T.C.A., § 53-125.
