Notwithstanding Tenn. Comp. R & Regs. R. 0780-02-01-.13, or any other law to the contrary, when heating, ventilating and air conditioning (HVAC) equipment is located in the attic of a dwelling unit, a ladder, pulldown stairs, or steps shall not be required to be permanently installed to gain access to such attic.Acts 1992, ch. 787, § 1.
