(a) The board has the authority to promulgate the rules, other than rules establishing fees, that it deems reasonable and necessary to effectuate the purposes of this part, in accordance with the Uniform Administrative Procedures Act, compiled in title 4, chapter 5.(b) The board has the authority to conduct and make all rulings in contested cases under this part.Acts 2002, ch. 800, §7; T.C.A. § 69-8-306.
