(a) No cable television company, cable service provider or video service provider may damage private property on which the utility pole is located without just compensation to the landowner for the damage suffered to the landowner's property.(b) No cable television company, cable service provider or video service provider may install underground wires or underground equipment on private property without the written consent of the property owner.
