The recipient of water service to be provided by a utility shall be entitled to procure the material and install the water service for property personally owned by such proposed customer of the utility district; provided, that such material and installation shall fully comply with the standard specifications established for the district in which the service is to be placed. It shall be the sole responsibility of the utility to procure and install the meter for such service.Acts 1980, ch. 840, § 2.
