Acting in consultation with the departments of education, health, mental health and substance abuse services, and disability and aging, through a system of competitive grants and technical assistance, the department of human services shall establish and implement 'parents as first teachers' pilot projects in one (1) or more counties of the state. On or before January 1, 1998, the department shall report to the governor and to the general assembly concerning pilot project findings and recommendations.Amended by 2024 Tenn.
