An applicant for assistance under this part, or a person acting in an applicant's behalf, shall file the application in the county office in the county wherein the applicant resides and in which county a food stamp program is currently in operation, in such manner and form as shall be prescribed by the department.Acts 1971, ch. 136, § 7; T.C.A., §§ 14-2207, 14-27-107.
