The board shall prepare and publish, in pamphlet form, an annual financial report showing all receipts, disbursements, assets and liabilities. All of its proceedings and records shall be open for inspection by the public.Acts 1947, ch. 231, § 3; C. Supp. 1950, § 1034.67 (Williams, § 1034.39).
