The board may adopt bylaws to govern:(1) the time, place, and manner of conducting board meetings;(2) the powers, duties, and responsibilities of the board's officers and employees;(3) the disbursement of money by check, draft, or warrant;(4) the appointment and authority of board committees;(5) the keeping of records and accounts; and(6) other matters the board considers appropriate.
