(a) The board consists of seven directors elected as follows:(1) four directors, each of whom is a resident of a different county commissioners precinct; and(2) three directors from the district at large.(b) A district voter may vote on each of the seven directors.(c) Directors serve staggered two-year terms unless four-year terms are established under Section 285.081, Health and Safety Code.
