(a) The board shall:(1) meet at least once a month; and(2) hold special meetings as the board considers necessary.(b) A taxpayer, resident, or interested party:(1) may attend a board meeting but may not participate in a meeting without the consent of the board; and(2) may present any matter to the board in an orderly manner.
