(a) The board is governed by seven directors elected at large by place.(b) Unless four-year terms are established under Section 285.081, Health and Safety Code:(1) directors serve two-year terms;(2) an election shall be held each year on the May uniform election date under Section 41.001, Election Code; and(3) the terms of the directors elected to places one through four expire in odd-numbered years and the terms of the directors elected to places five through seven expire in even-numbered years.
