(a) The board consists of five directors elected from the district at large.(b) Unless four-year terms are established under Section 285.081, Health and Safety Code:(1) directors serve staggered two-year terms; and(2) the terms of three directors expire in odd-numbered years and the terms of two directors expire in even-numbered years.(c) The election order must state the time, place, and purpose of the election.(d) A director may not serve more than three successive terms.
