(a) The district has full responsibility for providing medical and hospital care for the district's needy and indigent residents.(b) The district shall provide all necessary medical and hospital care for the district's needy inhabitants.(c) The district has full responsibility for providing medical and hospital care for the district's residents and needy inhabitants.
