(a) Not later than the 30th day before the first day of each fiscal year, the board shall give notice of a public hearing on the proposed budget. The notice must be published in a newspaper of general circulation in the district one time at least 10 days before the date set for the hearing.(b) The board shall adopt a budget by acting on the budget proposed by the chief executive officer.(c) The budget is effective only after adoption by the board.
