(a) The board may appoint to the staff any doctors the board considers necessary for the efficient operation of the district if warranted.(b) The board may employ, and may delegate to the district administrator the authority to employ, technicians, nurses, fiscal agents, accountants, architects, and other necessary employees for the district.
