(a) The district administrator shall prepare for approval by the board an annual budget that corresponds to the district's fiscal year.(b) Not later than August 31 of each year, the board shall publish notice of a public hearing on the proposed budget. The notice must be published in a newspaper of general circulation in the district one time at least 10 days before the date of the hearing.
