(a) The district may issue general obligation bonds or other bonds secured wholly or partly by an ad valorem tax, other than refunding bonds, only if the bonds are authorized by a majority of the voters voting at an election held for that purpose.(b) The order and publication of notice for the bond election must be provided in accordance with Chapter 1251, Government Code.
