The district, through its board, may:(1) enter into an operating or management contract with any person relating to all or any part of its hospital facility;(2) delegate to the person the power to manage and operate all or part of the hospital facilities or hospital system; and(3) employ and discharge employees or appoint and remove doctors from the staff.
