(a) The board shall hold a public hearing on the proposed budget.(b) Notice of the hearing must be published at least once in a newspaper of general circulation in the district not later than the 10th day before the date of the hearing.(c) Any district resident is entitled to:(1) appear at the time and place designated in the notice; and(2) be heard regarding any item included in the proposed budget.(d) The annual budget is effective only after adoption by the board.
