(a) The board shall hold a public hearing on the proposed budget.(b) Notice of the hearing must be published in a newspaper of general circulation in the district at least once before the 10th day before the date of the hearing.(c) Any person who owns taxable property in the district and has duly rendered that property for taxation is entitled to:(1) appear at the hearing; and(2) be heard regarding any item in the proposed budget.
