(a) A person may not be elected or appointed as a director unless the person:(1) is a resident of the district;(2) owns property in the district subject to taxation; and(3) is more than 18 years of age at the time of election or appointment.(b) A person may not be elected to represent a particular county commissioners precinct unless the person is a resident of that precinct.
