(a) The board may:(1) appoint to the staff any doctors and employ any technicians, nurses, and other employees considered necessary for the efficient operation of the district; and(2) provide that the district administrator has the authority to employ district employees, including technicians and nurses.(b) The district may employ fiscal agents, accountants, architects, and attorneys the board considers proper.
