(a) A person may not be elected or appointed as a director unless the person is:(1) a resident of the district; and(2) a qualified voter.(b) A person is not eligible for election as a director from a commissioners precinct unless the person is a resident of that precinct.(c) A person is not eligible to serve as a director if the person is:(1) the district administrator;(2) the district attorney; or(3) a district employee.
