(a) The board shall hold a public hearing on the proposed budget.(b) Notice of the hearing must be published at least once in a newspaper of general circulation in the district not later than the 10th day before the date of the hearing.(c) Any district resident is entitled to:(1) appear at the hearing; and(2) be heard regarding any item in the proposed budget.(d) At the conclusion of the hearing, the board shall adopt a budget for the district that includes any changes to the proposed budget that the board determines are in the best interest of the district.
