The county commissioners court shall appoint the directors to serve staggered four-year terms with as near as possible to one-half of the directors' terms expiring on June 1 of each odd-numbered year. Acts 2003, 78th Leg., ch. 1277, Sec. 1, eff. April 1, 2005.
