The board may adopt rules:(1) necessary or convenient to carry out district powers and duties;(2) to govern its affairs;(3) to preserve the public health and welfare concerning the agricultural products submitted to the district for harvesting, processing, distributing, or transporting; and(4) to establish a priority on the use of district property and services, including the payment of fees.
