An obligation secured by an assessment may not be issued unless the district receives a written petition requesting the assessment and issuance of obligations. The petition must be signed by each owner of the property proposed for assessment. Acts 2003, 78th Leg., ch. 1277, Sec. 1, eff. April 1, 2005.
