The authority may exercise the powers given to:(1) the governing body of a 'unit,' as defined by Section 501.002(17), Local Government Code, and may issue district bonds for a purpose specified by Subtitle C1, Title 12, Local Government Code;(2) an emergency services district under Chapter 775, Health and Safety Code; or(3) a rural or urban transit district under Chapter 458, Transportation Code.
